This shift is intended to enable disbursements through instant payment methods, including debit cards, digital wallets, and potentially real-time rails, creating a more resilient and user-friendly payment environment. However, challenges remain. Many recipients of government payments still only have a mailing address on file, lack bank accounts, or use prepaid cards without readily available routing details, complicating the transition.

Officials acknowledge that relying solely on ACH payments does not meet the needs of all recipients, particularly younger generations and those unfamiliar with traditional banking tools. Many consumers prefer debit cards, citing their familiarity and ease of use, while others lean toward digital wallet options.
